I believe the Charter administrative fees should cover all charter administration, not just that provided by the dedicated Office of Charter Schools. Given the number of charter schools in Oakland, it makes sense for OUSD to have a dedicated Office of Charter Schools, although many districts do not have one. Many departments in fact spend some amount of time on administration connected with the Charter Schools, whether it is the fiscal department making sure funds are passed through correctly, the Board hearing renewal or material revision petitions, or this committee meeting monthly. At a time when OUSD is looking at streamlining spending across many departments, this also needs to be considered. Another issue is whether any of the charter schools should be paying a 3% versus a 1% administrative fee.
